A partial discharge produces an electrical arc. The insulation of the sheath is endangered, and the cable degrades more rapidly.
As the released load is very low, all measurement devices are not powerful enough to detect it. The FEBUS A1 (DAS - Distributed Acoustic Sensing) offers a very high sensitivity of around 1 picostrain/√Hz.
